Can you add Marlon to the server?
He gives quest in lvl 220.
And can anyone know why myy friend can't play whit Vista?, Don't open launcher.
He try'd to install game and extract patch to there and try'd install game, delete launcher and copy only patch launcher to there.

We can't add Marlon.
Problem may be in antivirus software, some programs think that launcher is a virus, but this is not so.
why can't add marlon?
He can't join, say's: Windows cannot accsess the specify'd device, path, or file. You may not have appropriate persmissions to accsess the item.
smth like that, he say's that me trought skype, so don't heard very well, hope that you understund what it means. ... 
Firewall, virus and other programms are off.

This version of server doesn't have Marlon Quest.
Problem may be in file permission, if he is not Administrator, may be he doesn't have right to access the file or folder.
